Resource Family Developer/Foster Care Advocate

Josiah White’s is seeking a Resource Family Developer/Foster Care Advocate to grow foster parent participation across the assigned region. This onsite role in Anderson, IN combines recruitment and relationship-building with hands-on support, guiding prospective and licensed foster families through licensing, education, placement coordination, and ongoing advocacy.

Reporting and supporting children and families requires clear documentation, consistent communication, and a willingness to travel within the community. The position averages 40 hours or more per week, with schedules that may extend based on family needs, training, events, and an on-call rotation.

What you’ll do

• Develop and execute targeted recruitment strategies for prospective foster parents in the assigned region.
• Build relationships with churches, businesses, community organizations, and other partners, including conducting presentations, cold calls, marketing activities, and community events to increase awareness.
• Recruit, interview, assess, and complete home studies and reference checks, evaluating abilities and therapeutic capacity.
• Ensure all licensing requirements are completed in accordance with Indiana Department of Child Services regulations and agency standards.
• Coordinate required pre-service and ongoing training for foster parents and ensure compliance with training requirements.
• Provide ongoing support and problem-solving assistance to licensed foster parents through regular communication, home visits, resource coordination, and guidance to strengthen retention and access to services.
• Collaborate with internal staff, placing agencies, foster families, and other stakeholders to support appropriate matching and successful placements while protecting confidentiality.
• Maintain accurate and timely records for licensing, training, outreach, and foster families; monitor recruitment and retention, identify barriers and opportunities, and report progress and recommendations to leadership.
• Serve as a positive representative of the organization by communicating the importance of foster care and promoting Josiah White’s mission and values.

Qualifications

• Must be a Christian aligned with Josiah White’s mission statement, Statement of Faith, and Code of Conduct.
• Must be 21 years of age or older.
• Must have a Bachelor’s degree and at least one of the following:
  • 3 years of supervised paid casework experience
  • 1 year of supervised paid casework experience in a licensed child placing agency or with the Department of Child Services
  • 1 year of graduate training in a recognized school of social work
• Must have a valid driver’s license and proof of vehicle insurance.

Schedule, travel, and work environment

• Normal work hours are Monday through Friday, 8:00 am to 4:30 pm.
• Hours may extend outside normal times due to child or family needs, training and events, or when responding to on call.
• Occasional evening and weekend hours are required for church or community events and training sessions.
• Work includes time in an office, foster homes, and community settings.
• Frequent local daytime travel and occasional overnight travel are required, with mileage reimbursed per company policy.

Tools and physical demands

• Technologies/curriculum: Mindset and CPR/First Aid.
• Requires the ability to climb steps, travel independently, stand/walk/sit for prolonged periods, hear and speak clearly, lift/carry/push/pull materials weighing up to 15-25 pounds, and complete training that includes getting on the floor, on knees, and back up.

Compensation: $53,000 - $55,500 per year. Experience: 1+ year. Location: Anderson, IN (onsite).
