Job Description

The position is based onsite in Los Angeles, CA, and supports an emergency-recruitment effort for the County of Los Angeles Fire Department. It is a contract role focused on the full lifecycle of complex application systems, including analysis, design, development, testing, and ongoing maintenance, with an initial period of up to 90 days and potential for permanent appointment. The monthly salary ranges from USD 8,311 to 11,200.

Responsibilities

  • Codes, tests, and debugs intricate application programs to create new business applications and interfaces or to modify existing ones in line with specifications.
  • Develops work plans and technical documentation covering architecture, conversion, integration, testing, and implementation for systems or substantial enhancements.
  • Creates specifications for complex systems.
  • Conducts unit, modular, and integration testing for development or modification efforts.
  • Writes and executes programs to extract, transform, and load data for more complex system conversions.
  • Performs quality assurance activities.
  • Prepares, reviews, and validates technical documents and user manuals.
  • Leads in identifying, analyzing, and resolving complex application issues.
  • Contributes to the development of application development methodologies and standards.
  • Monitors vendor performance to ensure projects meet timelines, budgets, and specifications.
  • Oversees installation of application software as needed.
  • Leads application project teams when required.
  • Develops functional requirements as needed.
  • Produces solicitation documents such as requests for information, requests for proposals, requests for quotes, and statements of work as needed.
  • Performs database management activities related to specific applications as needed.
  • Develops quality assurance procedures as needed.

Definition

Under direction, this role performs a broad set of application development duties, including analysis, design, evaluation, development, coding, testing, and ongoing maintenance of complex application systems.

Classification Standards

This senior level typically reports to an information technology supervisor or manager and differs from the Application Developer II by the increased complexity of assignments. Responsibilities include writing, testing, and debugging complex programs in one or more languages, applying deep knowledge of structured design principles, and potentially acting as a project lead providing technical guidance to junior staff.

Examination Content

During the initial work period, performance will be evaluated. A passing score on this evaluation will lead to consideration for permanent appointment.
