Software Applications Developer I

TEKsystems has a contract to hire opportunity for an Applications Systems Analyst/Developer supporting the City of Anaheim SAIC account. This is a fully onsite role at the City of Anaheim Office in Anaheim, CA, with straight time contract pay in the range of $27.00 to $32.00 per hour (individual compensation varies based on qualifications, skills, experience, job knowledge, and other job-related factors).

The position plays a key role in keeping city business applications running smoothly, building and maintaining application interfaces and reports, and providing production and user support. The contract is anticipated to close on Oct 30, 2026, with 1 opening available. Program support is aligned to the mission of supporting the City of Anaheim IT Services, and the current period of performance is the 7th year of a 4 year contract with 2 renewals for 2 years each (completed the 4 year contract and first 2 year renewal, now on year 1 of the second 2 year renewal).

Responsibilities

• Maintain city department applications, including application upgrades, patch maintenance, and related maintenance activities.
• Develop and maintain applications and interfaces that support city department initiatives.
• Gather business requirements and document specifications for development of applications, reports, and interfaces.
• Implement and enforce processes for application migration, testing, and support maintenance.
• Provide production support for business applications, technical environments, and interfacing systems by troubleshooting issues, supporting change implementations, and maintaining systems.
• Coordinate with application users and team members to prioritize fixes and schedule target completion dates for change orders.
• Support business application users, vendors, and maintenance activities by following established processes, including escalation for issue and system downtime, change order implementation, root cause analysis, and patch application.
• Collaborate with SAIC account groups including the Network Team, Hosting Team, and Workplace Services Team to deliver timely services and deliverables.
• Follow through on production issues and customer inquiries, ensuring resolution and appropriate root-cause analysis.
• Coordinate with city staff and software vendors for application support, incident handling, and issue resolution.
• Support the City of Anaheim 24x7 business operations and remain available onsite during city business hours.

Requirements

• Bachelor’s degree, preferably in Computer Science or Computer Engineering.
• At least 1 year of work experience as an applications developer using C#, .NET, Java, or another object-oriented programming language (internship or school work counts).
• At least 1 year of hands-on coding experience with SQL (internship or school work counts).
• Strong problem-solving, troubleshooting/issue resolution, and organization/planning skills.
• Knowledge of relational databases and/or open source databases.
• Ability to multi-task and provide off-hours support for production application incidents and/or technical environment support.
• Excellent verbal communication, interpersonal skills, and documentation skills.
• Ability to learn quickly and adapt to multi-platform technical environments.
• Exposure or experience with reporting tools such as PowerBI, Crystal Reports, Cognos, etc.
• Comfort with the Anaheim Police Department security clearance process.
