Job Description

The City of Sacramento seeks a Senior Applications Developer (Accela) to oversee the Accela Land Management and Civic Platform within the IT Enterprise Applications Division. This role encompasses development, configuration, integration, support, and ongoing maintenance of the platform, including the public permit portal, with a focus on enabling permitting and licensing operations and delivering system enhancements through cross-team collaboration and modernization efforts.

Role Overview

The incumbent designs, implements, and maintains solutions across a multi-platform environment to support electronic plan review, permitting, and related processes. Responsibilities include working with business users, inspectors, supervisors, and vendors to resolve issues, drive improvements, and align with citywide modernization and customer-service priorities.

Responsibilities

  • Develop, configure, customize, integrate, support, and maintain the Accela Land Management and Civic Platform environment, including the public-facing permit portal and internal processes.
  • Maintain and enhance functionality for permit intake, plan review, fee assessment, inspections, workflow routing, reporting, and customer-facing services.
  • Collaborate with business users, inspectors, department leadership, vendors, and other IT teams to resolve issues and deliver system enhancements that improve processes.
  • Under general supervision, conduct requirements analysis, design, development, testing, implementation, administration, and support for new and existing systems and databases across mainframe, client server, distributed, and web-based platforms.
  • Plan and manage IT projects involving critical applications, large systems, and sophisticated processes.
  • Provide team leadership and technical guidance on projects affecting citywide computer systems.
  • Design or create database structures and data migration techniques for system conversions or upgrades.
  • Monitor and tune databases to achieve optimal performance.
  • Apply analytical and design methods in developing new programs or modifying existing ones.
  • Code and test programs, resolving issues in large, complex systems.
  • Offer technical guidance to junior IT staff and contractors through training, mentoring, and coaching.
  • Perform other duties as assigned.

Distinguishing Characteristics

The position is an advanced journey-professional classification with multiple incumbents. The Senior Applications Developer handles higher-difficulty assignments and may provide oversight to other Applications Developers. It is distinguished from the Applications Developer role by the greater complexity of duties and broader business and technical scope.

Supervision Received and Exercised

General supervision is provided by an Information Technology Supervisor or other senior manager. The Senior Applications Developer does not supervise staff in a formal sense, but may offer mentorship and guidance on projects.
