The United States District Court for the Southern District of West Virginia seeks an Automation and Application Solutions Developer to join the Shared Administrative Services Information Technology division. The role emphasizes analysis, design, development, and ongoing support of low-code and no-code applications, automated workflows, AI-enhanced solutions, and mission-critical systems, with emphasis on project planning and timely delivery.
Location and Compensation
Location: Charleston, West Virginia, with remote work options.
Salary: USD 59,732 to 116,394 per year.

Responsibilities
- Provide consultation and technical guidance to judges, court unit executives, and staff on automation and process-improvement technologies.
- Advise on technology solution purchases, Power Platform licensing, and software architectural approaches.
- Design, build, and support solutions using Power Apps, Power Automate, Dataverse, .NET, Python, and PowerShell.
- Administer IIS and Windows web services, including advanced configuration, security management, performance optimization, and production support.
- Design and implement Robotic Process Automation solutions for manual and repeatable workflows.
- Integrate systems through API-based interoperability and secure authentication strategies.
- Develop and optimize complex SQL queries and database objects; perform full SQL database administration including performance tuning, security, backup and recovery, and capacity planning.
- Recommend technical strategies for automation, governance, and AI adoption to support mission-critical systems.
- Maintain open communication with IT court personnel to stay current on developments and modern solution platforms.
- Assist with system troubleshooting, automation failure scenarios, and root-cause corrective actions.
- Develop and maintain secure governance practices for Power Platform, databases, and cloud and on-prem systems.
- Design, modify, and implement long-term technology improvements with minimal disruption to court operations.
- Develop and manage data pipelines, data models, and ETL processes for business intelligence and reporting.
- Develop prototype applications integrating AI and automation platforms.
- Plan, execute, and manage projects from inception to delivery, including timelines and resource planning.
- Perform cost-benefit analyses for emerging technologies and modernization initiatives.
- Provide guidance to peers on application development and automation workflows.
- Offer end-user support for remote hearings systems and courtroom technology as needed.
- Perform other duties as assigned.
Qualifications
- To be appointed at CL-27, two years of specialized experience or a bachelor’s degree with qualifying superior academic achievement is required.
- To be appointed at CL-28, two years of specialized experience or a master’s degree or equivalent graduate study is required.
- Specialized experience includes progressively responsible work designing, developing, implementing, and supporting computer systems that involve planning applications, automating workflow solutions, AI-enhanced solutions, and mission-critical systems.
- Strong attention to detail and excellent organizational and time-management skills, with the ability to manage multiple projects within strict guidelines; solid problem-solving and analytical thinking are required.
- Effective interpersonal and communication abilities, including the capacity to explain technical concepts clearly in written and spoken form.
- Professional demeanor, mature judgment, dependability, and flexibility as a team member.
- Ability to independently analyze and resolve complex system problems.
- Occasional travel availability, including overnight stays.
- Physical capability to lift and move moderately heavy items such as computer equipment may be required.

Court-preferred Skills
