Web/Multimedia Developer
Job Description
The Web/Multimedia Developer is an on-site, part-time role (20 hours per week) with the National HIDTA Assistance Center in Doral, Florida. The selected candidate will develop, maintain, and administer web applications and multimedia resources to support HIDTA operations.
Responsibilities
- Design and refine user interfaces to meet operational needs
- Create and maintain comprehensive user documentation
- Administer accounts and permissions, including periodic audits of inactive users
- Deliver training to HIDTA personnel
- Develop and host Web application systems that support HIDTA activities
- Customize components such as sub-sites, libraries, lists, and surveys according to requirements
- Provide web design consultation and maintain NHAC public websites, ensuring timely updates, functionality, and compliance with standards
- Support external HIDTA-related websites and assist contractors with updates when needed
- Manage software licenses, apply system and security updates, and resolve disruptions to keep applications secure and operational
- Support NHAC Training and Audit Units by delivering technology and multimedia solutions
- Maintain reliable, secure, and user-centered web systems while offering responsive technical support to a nationwide user base
Requirements
- Minimum of five years of progressively responsible experience in web and multimedia development, including design, implementation, and maintenance of web-based applications and content management systems
- Bachelor’s degree (four-year minimum)
- Evidence of reliability, respect, and accountability to foster a positive and productive work environment
- Ability to work effectively in an interagency environment, independently and with minimal supervision
- Strong organizational, operational, and administrative capabilities
- Clear written and oral communication skills
- Proficiency with the Microsoft Office suite (Word, Excel, PowerPoint, Outlook)
- Familiarity with standard office equipment and related software
- Understanding of relevant federal, state, and local guidelines, policies, and procedures related to training
- Experience with graphics and video editing
- Experience with Adobe Photoshop
- Experience with Web design, WordPress, and Visual Studio
- Experience with survey design, execution, and analysis
- Knowledge of Microsoft Azure Admin and SharePoint
- Knowledge of SQL and database queries
- Knowledge of Web Technologies including HTML, ASPX, .Net Framework, JavaScript, Java, and PHP
- Knowledge of network security, LAN, and Cloud environments
- U.S. Citizenship and ability to obtain a Secret security clearance
- Strong written and verbal communication skills in English

Education and Experience
- Bachelor’s degree in Computer Science, Information Technology, Web Development, Multimedia Design, or a related field is preferred
- Minimum of five years of progressively responsible experience in web and multimedia development, including design, implementation, and maintenance of web-based applications and content management systems
- Experience should demonstrate proficiency in user interface design, system administration, troubleshooting, and providing technical support
Program and Position Overview
High Intensity Drug Trafficking Areas (HIDTA) are regions designated by the Director of the Office of National Drug Control Policy to address severe drug trafficking problems. The HIDTA program provides targeted assistance to federal, state, and local agencies to enhance and coordinate drug-control efforts aligned with the National Drug Control Strategy.
Supervisory Controls
This position has no supervisory authority.
Physical Demands
The role requires extensive time seated at a computer workstation.
Work Environment
Typically performed in an office setting with no significant risks or discomforts; some travel may be required.
Appointment
The position is federally funded on an annual basis. The Web/Multimedia Developer will serve as an independent contractor, not as an agent or employee of any agency. Appointments are subject to ONDCP review and approval.
