Job Description

The Developer III role at Inland Empire Health Plan focuses on building and maintaining internal and external applications. This position also leads development work across team projects, supports software quality objectives, and provides technical guidance through mentoring and code review.

Responsibilities

  • Design and develop software applications independently or as part of a team.
  • Troubleshoot and resolve complex software issues.
  • Perform coding, debugging, testing, and troubleshooting throughout the software development lifecycle using an agile approach.
  • Communicate clearly and consistently with management, technical support colleagues, and business unit partners.
  • Design, create, and update SQL databases for new and existing solutions.
  • Analyze and integrate new technologies with existing applications to improve design and functionality.
  • Recommend improvements to existing software programs as needed.
  • Create test cases for new and existing applications.
  • Serve as a subject matter expert in key business projects.
  • Conduct code reviews.
  • Direct and mentor some level I and II developers.
  • Write clear, detailed technical specifications and documentation.
  • Perform other duties as required to support Health Plan operations and department business needs.

Requirements

  • Seven (7) years of experience developing multi-tiered applications.
  • Seven (7) years with SQL Server development.
  • Five (5) years of experience with software architecture and design concepts.
  • Experience working in a team-oriented, collaborative environment.
  • Experience translating requirements into design concepts and ERDs.
  • Experience developing web services across multiple protocols: SOAP, REST, WSDL, JSON, and MSMQ.
  • Bachelor’s degree from an accredited institution (required).
  • Strong understanding of database structures, theories, principles, and practices.
  • Strong understanding of professional software engineering practices and best practices across the SDLC, including coding standards, code reviews, source control management, build processes, testing, and operations.
  • Strong understanding of software development languages: C# and Java.
  • Strong understanding of web UI development: JavaScript, JQuery, CSS, and HTML.
  • Strong understanding of SSIS and SSRS development.
  • Strong understanding of applicable data privacy practices and laws.
  • Healthcare systems and healthcare databases experience is preferred.
  • Highly skilled in developing and optimizing T-SQL (DDL, DML, DCL) queries with MS SQL Server 2016.
  • Strong troubleshooting, written and oral communication, and technical documentation skills.
  • Strong interpersonal skills, analytical and problem-solving ability, and attention to detail.
  • Proven ability to handle multiple projects in deadline-driven environments and to prioritize and execute tasks effectively under pressure.

Work Model and Location

  • Hybrid schedule: Mon & Fri remote, Tues to Thurs onsite in Rancho Cucamonga, CA.

Pay Range

USD 118,601.60 - USD 157,144.00 per year
