The C.A.S.E. Engineering Group is seeking a senior IBM Mainframe developer to drive COBOL, CICS, and DB2 initiatives within a federal tax processing environment. This hybrid, full-time role reports to the Technical Program Manager and requires collaboration across cross-functional teams to keep mission-critical systems running smoothly.
Responsibilities
- Design, develop, test, debug, and maintain COBOL, CICS, and DB2 applications on an IBM Mainframe.
- Test, troubleshoot, and maintain mainframe programs to ensure reliability and performance.
- Resolve production issues promptly to sustain system availability and service levels.
- Tune and optimize performance of mainframe-based applications.
- Perform root-cause analysis on production and development issues.
- Work extensively with Job Control Language (JCL), AEV JCL, VSAM, Panels, Copybooks, and Skeleton PROCS.
- Follow Production Environment Control Process (PECP) guidelines and the ServiceNow Endevor transmittal processes.
- Use CFOL Command Codes for research and support analysis of IRS Master Files.
- Design and modify coding changes for application enhancements and legislative mandates; document changes accordingly.
- Develop and optimize PL/SQL; support relational database products.
- Perform peer reviews and ensure adherence to coding best practices; release software free of defects.
- Produce Enterprise Life Cycle (ELC) documentation such as DSR, iBSR, ICD, and TRR.
- Utilize IBM Engineering Lifecycle Management (ELM) Tool Suites, including DOORS Next, Jira, and IBM Engineering Test Management (ETM).
- Support Agile development practices and collaborate with stakeholders to implement technical solutions.
Requirements
- Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related field, or equivalent experience.
- At least 8 years of experience in COBOL, CICS, and DB2 development.
- Proven experience with legacy systems and applications in a mainframe environment.
- Experience in performance tuning, troubleshooting, and optimization of mainframe-based applications.
- IBM Mainframe COBOL development within a high-availability environment.
- Experience with CICS and DB2, plus IBM Suite, File Manager, JCL, AEV JCL, and IBM Debugger.
- Knowledge of VSAM, Panels, Copybooks, and Skeleton PROCS.
- PL/SQL development and optimization.
- Experience with Endevor and the ServiceNow ticket / Endevor transmittal processes.
- IBM Engineering Lifecycle Management (ELM) Tool Suites, e.g., IBM Requirements Management.
- DOORS Next, Jira, and IBM Engineering Test Management (ETM).
- CFOL Command Codes for research.
