Job Description
Senior Software Engineer role with the State of Delaware’s Department of Technology & Information (DTI), supporting complex, multi-tier government systems across the full software lifecycle.
Responsibilities
- Plan, define requirements, design, code, test, debug, integrate systems, and document software components for complex, multi-tier government applications
- Evaluate user requests for new programs, modifications to existing programs, and system integration of off-the-shelf products
- Research and gather relevant data to assess feasibility, appropriateness, and cost and time requirements
- Create detailed estimates to support approval to proceed
- Produce detailed program specifications
- Develop software based on approved specifications and test and debug programs to deliver quality applications
- Create system and user documentation
- Monitor ongoing program and system performance
- Provide training and mentor less experienced team members
- Report to the Application Development Manager for the assigned application area
Requirements
- Minimum 2 years experience supervising a team of technical developers
- Minimum 4 years experience developing large-scale public-facing dynamic Java web applications (Java SDK, Java EE) including the complete software development lifecycle
- Minimum 4 years experience developing Spring Boot and Angular Java web applications

Selective Requirement
- Applicant must possess a high school diploma or GED
Preferred Qualification
- Bachelor’s degree preferred, with emphasis in Computer Science, Information Technology, Telecommunications, Networks, Security, I/T Discipline, or related field
- Professional certifications aligned with advanced to expert technical capabilities
- Minimum 4 years experience with web application security standards and best practices for developing secure web applications
- Minimum 4 years experience in maintenance, configuration, and security of applications, databases, SOAP, REST, API, and other middleware
- Minimum 4 years experience with IT industry standards and best practices for systems and software development
- Minimum 1 year experience working with Microsoft Office applications and virtual meeting tools
Conditions of Hire
