The Senior GIS Coordinator & Application Developer leads the ArcGIS development effort within the Oregon Water Resources Department, delivering ArcGIS based applications, data integration, and geospatial solutions from Salem under a hybrid work arrangement.
Responsibilities
- Provide day to day support for the design, implementation, and migration of applications, scripts, and related systems.
- Develop and enforce standards for security, data integrity, application traceability, deployability, fault tolerance, and disaster recovery.
- Collaborate with internal staff and external partners, including state and federal agencies, to support development efforts and ensure adherence to established standards.
- Design, develop, upgrade, and maintain complex geospatial applications, mobile apps, and data manipulation code within the ArcGIS platform using scripting and .NET technologies.
- Identify data and service gaps in the ArcGIS product and build extensions using the ArcGIS API and external databases to meet project requirements.
- Construct and maintain ETL processes between multiple database servers, integrating ArcGIS data to support internal development efforts.
Requirements
- Five years of information systems experience in GIS development or coordination; or an Associate's degree in Computer Science, Information Technology, Geography (with a GIS focus), or a related field plus three years of information systems experience; or a Bachelor's degree in Information Technology, Computer Science, Geography (with a GIS focus), or a related field plus one year of information systems experience.
- Professional GIS experience with ESRI ArcGIS Platform, including ArcGIS Enterprise, ArcGIS Pro, and ArcGIS Online.
- Proven experience in GIS application development using programming or scripting languages such as Python or JavaScript.

Compensation and Location
Location: North Mall Office Building, 725 Summer St. NE Suite A, Salem, Oregon 97301. Hybrid work schedule to be agreed upon with the manager.
Monthly compensation ranges: Non-PERS eligible starting at $6,182 to $9,361 per month; PERS eligible ranges from $6,609 to $10,009 per month.
