An onsite Technical Advisor with a full stack development focus and TS/SCI clearance will lead the end-to-end development and evaluation of system capabilities in support of the JCC2 PMO, based in San Antonio, TX.
Role Summary
This role combines hands-on software development with high level technical leadership. The incumbent provides planning, design, testing, deployment support, and evaluation of complex system capabilities, while coordinating as the primary technical contact for the JCC2 PMO across prioritized capabilities and requirements decomposition.
Responsibilities
- Lead the development and implementation of assigned projects from concept to delivery.
- Oversee technical planning, development, testing, deployment support, and evaluation of system capabilities.
- Perform high level systems analysis, evaluation, design, integration, documentation, and implementation of highly complex systems requiring deep technical expertise.
- Provide day to day technical and professional guidance and leadership to the team.
- Deliver subject matter proficiency to support the tasks at hand.
- Apply analytical skills and technical know-how to support technical development, process improvement, specialized studies, and requirement definition.
- Exercise authority over contractor engineering activities and all phases of system development as they relate to the JCO system and capabilities.
- Serve as the primary technical contact for the JCC2 PMO regarding the development of prioritized capabilities and the technical decomposition of requirements.
- Lead technical analysis and planning efforts, review or develop requirements documents, procedures, and functional architecture, along with related management and technical duties.
Requirements
- Active TS/SCI clearance is required.
- Ability to report on-site in San Antonio, TX up to five days per week as dictated by customer requirements.
- Bachelor’s degree in a related field; Master’s degree may substitute for two years of experience.
- IAT Level II certification required.
- Ten years of experience in the functional area.
- Ten years of software development experience in object oriented and scripted languages, with the ability to apply DevSecOps tool suites, microservices, and containers.
- Two years of container technology experience, including Kubernetes, Docker, and Amazon EKS.
- Five years of experience with bug tracking software (for example Jira).
- Five years of experience testing web-based applications across security domains such as NIPR, SIPR, and JWICS.
- Five years of experience leading software development programs or projects.
- Proven experience preparing, conducting, and documenting various system tests and results to verify operability and compliance with standards.
- Practical experience integrating RESTful interfaces and exchanging RESTful information.
- Practical experience developing and deploying software in a cloud environment.

Compensation
Annual salary range is USD 170,000 to 210,000.
