Senior Web Developer role supporting NICHD/NIH IT web applications with design, development, cloud hosting, security, accessibility, and DevSecOps across Azure, SharePoint/Drupal, and USWDS.
Responsibilities
- Design, build, refine, and sustain enterprise websites and web applications that support mission critical federal programs.
- Create responsive, secure, and accessible web experiences using modern technologies and best practices.
- Architect scalable web solutions hosted in Microsoft Azure and hybrid cloud setups.
- Develop and maintain sites built on SharePoint, SharePoint Online, Drupal, and other enterprise CMS platforms.
- Collaborate with business stakeholders, project managers, designers, and technical teams to translate requirements into high quality web solutions.
- Integrate applications with enterprise databases, APIs, authentication services, and external federal systems.
- Develop and optimize SQL queries, stored procedures, and data access components supporting applications and reporting.
- Build and maintain CI/CD pipelines and automated deployment processes using Azure DevOps, Jenkins, PowerShell, and related tools.
- Support deployments, releases, upgrades, patching, and production maintenance across development, test, and production environments.
- Configure and troubleshoot authentication and identity management, including Microsoft Entra ID, OAuth, Windows Authentication, and federated identity services.
- Monitor performance, availability, and user experience with analytics and logging tools; implement performance improvements.
- Troubleshoot complex web application, server, and database issues to ensure high availability.
- Support cloud hosted environments by configuring Azure resources, App Services, virtual machines, networking, SSL certificates, and related infrastructure.
- Develop automation scripts to streamline deployments, monitoring, maintenance, and operations.
- Apply secure coding practices and remediate vulnerabilities based on security assessments.
- Collaborate with cybersecurity teams to uphold federal security requirements such as FISMA and NIST standards.
- Produce technical documentation, system diagrams, deployment guides, and operational procedures.
- Participate in Change Advisory Board activities, release planning, and production change management.
- Ensure compliance with Section 508 accessibility, USWDS, and NIH/HHS/federal web standards across websites and apps.
- Coordinate with cross functional teams on CMS support, cloud migrations, and modernization initiatives.
- Mentor junior developers, conduct code reviews, and promote best practices in web development, DevSecOps, and accessibility.
Requirements
- 4+ years of experience overseeing web development and quality assurance.
- 5+ years of experience with grants and council related applications.
- 5+ years with MVC 5, jQuery, and Nintex K2 automation.
- 5+ years with Drupal 8/9/10/11 in Azure, including DevOps automation with Cypress, Travis CI, and Jenkins/Azure DevOps Pipelines.
- 5+ years of experience with SharePoint 2016/2019/SE/SPO.
- 5+ years writing stored procedures for SQL Server and Oracle.
- 3+ years of experience using React and the US Web Design System (USWDS).
- Experience with claims-based authentication.

Compensation
Anticipated Salary Range: USD 112,000 β 145,000 annually. Final compensation is based on experience, qualifications, and certifications. This role is contingent on contract award.
Location and Work Hours
Location: Fully remote with occasional on site meetings in Bethesda, MD. Schedule: Monday through Friday during regular business hours.

The NICHD Office of OIT provides ongoing IT application and website development and maintenance, Section 508 compliance, database support, application infrastructure support, and related technical services. This includes support for emerging technologies such as AI, ML, and RPA across NICHD and NIH-wide initiatives, with a focus on creation and sustained IT support activities.
