Lead Software Engineer, Data & DevSecOps
Job Description
Leidos is seeking a Lead Software Engineer to guide a Secure Web Service (SWS) effort for the Compartmented Enterprise Services Office (CESO) based in Arlington, VA. In this role, you will help drive migration toward a high-security cloud environment while serving as a principal technical lead across secure APIs, data pipelines, database modernization, and DevSecOps delivery.
You will lead architectural and engineering execution across Agile teams, setting the technical direction for scalable, resilient, secure solutions and coordinating delivery outcomes with product and business stakeholders.
Key Responsibilities
- Lead and architect database modernization initiatives, including designing, implementing, and testing solutions that improve scalability, resilience, security, and performance.
- Re-engineer and transition legacy databases to modernized architectures, supporting coexistence across on-premises and cloud ecosystems.
- Translate mission outcomes and prioritized product backlog items into technical delivery plans and sprint goals, maintaining predictable and quality outcomes.
- Gather, define, and refine database and reporting requirements for internal and external users.
- Develop, maintain, and evolve modernized database architecture aligned to modernization efforts and cloud adoption.
- Lead development and integration of secure APIs and data pipelines for structured and unstructured data.
- Develop automated CI/CD build and deployment pipelines using Ansible and Bitbucket/GitLab.
- Implement DevSecOps practices, automated testing, observability, and security controls across CI/CD pipelines.
- Support software release version control and release management across the software life cycle, including promotion through Test, QA, and Production environments to ensure build consistency and reliability.
- Define and drive long-term technical strategy and architectural direction across teams, overseeing scalable, secure, and maintainable solution delivery.
- Serve as a senior technical authority and escalation point for cross-team and cross-domain issues.
- Champion engineering excellence, establishing standards, best practices, and governance for software development.
- Guide responsible adoption of generative AI tools across engineering teams.
- Lead, manage, and develop senior engineers and technical teams, including performance management, career development, succession planning, and talent growth.
- Coach leaders on team management, delivery, and technical decision-making.
- Ensure effective Agile practices, metrics, and continuous improvement using Jira.
- Balance near-term delivery with long-term platform and technical investments, incorporating customer feedback and operational insights to guide improvements.
- Represent engineering in cross-functional and leadership discussions, communicating vision, risks, and progress to senior leadership and aligning roadmaps across engineering, product, design, and operations.
Required Qualifications
- Active TS/SCI security clearance.
- BA and 12+ years of experience (additional years may be considered in lieu of degree).
- Proven record of leading multiple teams and delivering complex software systems.
- Demonstrated leadership skills and attention to detail, including strong organizational and documentation abilities.
- 10+ years hands-on experience in at least three of the following: Oracle, SQL Server, Java, engineered systems, cloud technologies, data integration, automated testing and deployments, DevSecOps.
- Demonstrated experience supporting database engineering, architecture, modernization, and Tier III technical support functions in complex enterprise environments.
- Strong background in automated testing, CI/CD, and modern software delivery practices.
- Experience with software development languages and environments including: JavaScript, GitLab, Jenkins, Ansible Automation, Java, PSSQL, YAML, and Terraform.
- Full-SDLC Agile Software Development experience including design, development, test, deployment, and deployment to production.
- Experience designing, building, and deploying DevOps pipelines with Bitbucket, Git, Jenkins, Artifactory, and Ansible (or equivalent tools).
- Experience working in a high op-temp, top secret environment.
- Experience tracking projects in Jira or equivalent Agile Project Management software.
- Experience with: Gradle, PowerShell, Java Full Stack, Oracle 19c, Apache HTTP, Apache Tomcat, and Webservices.

Location: Arlington, VA (onsite). Salary range: USD 131,300 - 237,350 per year. Pay Range: $131,300.00 - $237,350.00. Posting date: September 21, 2026.
