Database Developer
Job Description
Knowledge Services is working with the State of Maine Office of Information Technology to find a remote Database Developer on a contract basis. The engagement runs through the end of June 2027, with potential for extension, and focuses on monitoring and validating data loads, investigating production incidents, and delivering database solutions that support data quality and performance.
This role is 100% remote, with an important location constraint: candidates must be currently based in either the EST or CST time zones. Knowledge Services also requires prior experience working in federal, state, or local government, and the role cannot accept candidates who require C2C or who require sponsorship for a work visa.
What you’ll do
- Monitor and validate scheduled and ad hoc data loads, reconcile source and target results, investigate discrepancies, and resolve data-quality issues.
- Investigate production incidents by analyzing application and database behavior, identifying root causes, correcting defects, and verifying changes do not create unintended impacts.
- Translate business needs, operational concerns, and user-reported issues into clear technical requirements and implementable solutions.
- Review tasks end-to-end before development, including requirements, dependencies, expected outcomes, and acceptance criteria, and seek clarification when items are incomplete or ambiguous.
- Analyze design specifications and proposed solutions to identify technical risks or limitations, and provide feedback on alternatives, implementation approaches, and performance.
- Develop and execute unit, integration, system, regression, and data-validation tests, confirming functionality, data accuracy, error handling, and compliance.
- Create and maintain system, program, operational, support, and user documentation.
- Participate in reviews across system and database designs, source code, test plans, implementation procedures, and deployment activities.
- Support technical and business users by explaining application functionality, warehouse data, data relationships, and reporting capabilities.
- Manage assigned work independently by organizing priorities, meeting deadlines, and coordinating effectively with other team members.
- Identify and communicate risks, dependencies, technical concerns, and blockers early, including effects on scope, schedule, system performance, and data quality.
- Provide clear communication on incident status, findings, recommended solutions, implementation progress, and resolution details.
- Use senior-level judgment to analyze complex systems and data issues, drive work through development, testing, implementation, and production validation.
- Anticipate downstream effects on applications, ETL processes, warehouse data, interfaces, and reports.
- Evaluate multiple solution options and explain benefits, risks, effort, and maintainability.
- Deliver reliable, maintainable, secure, and well-documented code, and provide technically sound recommendations when challenging designs.
- Collaborate with developers, analysts, database administrators, business users, project managers, and support personnel, taking ownership through completion.
- Explain complex technical topics for both technical and nontechnical audiences.
Required experience and qualifications
- Minimum 7 years of application development, database programming, and production-support experience.
- Minimum 5 years hands-on experience with Oracle, SQL, and PL/SQL.
- Experience with data warehouses and ETL processes.
- Experience that includes work with data warehouses, ETL processes, production data loads, performance analysis, defect correction, and data-quality validation.
- Experience with data-warehouse concepts such as dimensional data structures, source-to-target mappings, data reconciliation, and reporting dependencies.
- Experience performing unit, integration, system, regression, and data-validation testing.
- Government experience (strongly preferred): local, state, or federal.
- Must demonstrate senior-level experience developing, maintaining, troubleshooting, and optimizing complex database applications and data-processing solutions.
- Advanced proficiency in:
- Oracle relational database technologies
- PL/SQL (packages, procedures, functions, triggers, and complex stored program units)
- Writing, analyzing, and optimizing complex SQL queries
- Oracle SQL Developer or comparable Oracle development and diagnostic tools
- Troubleshooting application code and identifying root causes
- SQL and PL/SQL performance analysis (execution-plan issues, indexing opportunities, and performance bottlenecks)
- ETL processing, data integration, data transformation, and batch data-loading operations
- Production support and incident investigation involving SQL, PL/SQL, ETL, and data-warehouse workloads
- Source-code management, controlled deployments, and standard software-development lifecycle practices
