Job Description

Join the Research Corporation of the University of Hawaii in Honolulu, where you will help deliver modern, field-ready data applications for the Protected Species Division (PSD). In this role, you will lead front-end development and client-side data management, building offline-first Progressive Web Applications (PWA) that connect with the Center’s Oracle-based enterprise data management system (EDMS). You will also take ownership of division data management responsibilities and provide guidance for central database tools used to support scientific research and business operations.

What you’ll do

  • Lead front-end application development and client-side data management for PSD projects.
  • Design, develop, and deploy highly responsive, user-friendly PWA front-end interfaces that interact with the Center’s Oracle-based EDMS.
  • Implement offline-first capabilities, including client-side caching with IndexedDB and Browser Storage, plus automated synchronization workflows for remote operations and intermittent connectivity.
  • Collaborate with UI/UX designers, backend system administrators, and scientific researchers to translate complex data collection workflows into scalable web interfaces.
  • Lead data management functions for division projects, including design, development, and implementation of applications that provide access to information in the Oracle EDMS in line with division scope and mission.
  • Support PSD data management initiatives and provide staff guidance across the lifecycle of central database tools and applications, from design and implementation through maintenance.
  • Work with the Center’s UNIX system administrator and division staff to design and implement data management tools and applications.
  • Share responsibility for database administration, configuration, and maintenance of the Center’s Oracle EDMS.

What you’ll bring

  • Bachelor’s Degree from an accredited four (4) year college or university in computer science, information science, information systems management, operations research, or technology management.
  • 3 to 5 years of professional programming experience using state-of-the-art languages, scripts, and editors in both Unix/Linux and PC environments.
  • 3 to 5 years designing, developing, documenting, and supporting relational database applications with client/server databases, including enterprise database management systems, web applications, and graphical user interfaces.
  • Experience gathering requirements for application development.
  • Operational experience across data management functional areas including data collection, data capture, data processing, data quality control/assurance, data maintenance, data access, data archival, and data dissemination.
  • Some operational experience with metadata procedures, data integration, data manipulation, data parsing, data auditing, and managing large scientific data sets including geographic and time series data.
  • Working knowledge of Oracle and MySQL or comparable relational database management software.
  • Working knowledge of backend development and scripting, including Oracle APEX, PHP, Perl, Python, CGI, JavaScript, and HTML.
  • Working knowledge of C/C++ and PL/SQL (or equivalent).
  • Demonstrated knowledge of Windows, Mac OS X, Unix/Linux and tools, plus versioning software such as Git/GitHub.
  • Knowledge of project management principles and ability to perform project management functions.
  • Must be able to meet and maintain U.S. Department of Commerce (DOC) and NOAA security requirements to access the work location.
  • Must be a U.S. Citizen or Permanent Resident Alien.

Additional requirements after offer

  • Meet DOC/NOAA security requirements for federal facility access, including fingerprinting and a federal background check prior to hire and ongoing maintenance.
  • Complete UH Information Security Awareness Training (ISAT) within two (2) weeks of hire and re-certify every twelve (12) months.
  • Ability to install and configure computer-related equipment and instrumentation in ocean-going research vessels, including comfortable work in small/confined areas and ability to lift 35 pounds.
  • Ability to obtain NOAA medical clearance for embarking or working on NOAA research vessels, including providing proof of required immunizations and/or obtaining required immunizations.
  • Compliance with applicable RCUH, University of Hawai‘i, and business entity policies, procedures, and trainings.

  • Pay: $5,500.00 - $7,000.00 per month
