Job Description

TechGlobal, Inc. is seeking an Applications Developer to support NOAA/NMFS work within the DIS team on mission-critical software and data integration systems.

Responsibilities

  • Modify existing NEMIS data submission APIs and web interfaces to accept AI-generated Electronic Monitoring (EM) data.
  • Update database schemas to support newly added AI fields for EM data workflows.
  • Build and maintain a secure portal for external service providers to submit EM results.
  • Provide automated performance feedback to providers, evaluated against curated validation datasets.
  • Implement automated, real-time listeners for the EM Federal Records API.
  • Add EM Federal Records notifications into the FM Portal when a trip becomes a federal record.
  • Update provider-facing status pages upon successful receipt.
  • Enhance internal tools (such as OTES) with new workflows, including Temporary Field Worker (TFW) functionality.
  • Design, test, debug, and maintain web/desktop applications, APIs, and databases in line with NOAA/NMFS security standards and IT governance.
  • Participate in daily Scrums and bi-weekly Sprint planning/reviews.
  • Maintain daily code commits to NMFS GitHub repositories.
  • Write clean, well-documented code and create end-user and technical SOPs.
  • Support application troubleshooting, performance tuning, and ongoing system maintenance.

Requirements

  • 4+ years of professional application development experience.
  • A Bachelor’s degree in Computer Science or a related STEM field is required; highly desired.
  • Demonstrated experience working in Agile/Scrum environments.
  • Strong foundation in API design and RESTful web services.
  • Proficiency integrating databases with SQL plus PL/SQL and experience with Oracle and/or PostgreSQL.
  • Experience across a front-end and back-end web tech stack, such as JavaScript, PHP, Python, React, Vue, HTML/CSS, or .NET/Java.
  • Experience building automated background tasks or listeners and secure web application portals.
  • Mastery of version control using Git and GitHub.
  • Excellent written and verbal communication skills.
  • Strong problem-solving skills and proven ability to succeed with dispersed, cross-functional teams.

Desired experience

  • Prior work with marine fisheries data systems, oceanographic data, or scientific monitoring systems.
